"A Monopoly on Violence is What Sets a Nation State Apart"

...according to Barack H. Obama! I saw this video of "Stuttering John" Obama over at Gateway Pundit,and was going to let it pass without comment until he got to the very end:

"I think you are privatizing something that is what essentially sets a nation-state apart, which is a monopoly on violence"

A monopoly on violence sets a nation state apart? Did He get that from Jeremiah "God Damn the US of KKKA America" Wright? I don't remember that from any of my civics classes or even my rabid college poly-sci teacher! Here's the video:
