Question: What would you call someone who takes credit for stuff he doesn't do?
Answer: Obama
Note the "Extended health care for wounded troops". Obama didn't even show up for that vote!
Still, he manages to take credit for it! Mirabile dictu! Obama accomplishes miracles even when he's not even there!
