Rod Blagojevich and Tony Resko tied for second with 22% each

Eric Holder placed at 13%

Derrick Smith (D-IL) and Charlie Rangel (D-NY) brought up the rear, tied at 4% each.

Technically, some of the people on the list haven't been arrested or charged, but don't underestimate the value of a good preemptive pardon.
